Temporary Road Closure - Otaitai Bush Road
Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is given that Council will close Otaitai Bush Road from Riverton Wallacetown Highway to Templeton Road to normal traffic between the hours of 8:00am on Monday 2 August 2010 until 5:00pm on Friday 6 August 2010.
The purpose of the closure is to enable the installation of a Concrete Box Stock Underpass.
A detour will be available via Riverton Wallacetown Highway and Livingstone Road.
It will be an offence for vehicles to use the road during the period of closure without the prior written approval of the Group Manager Services and Assets.

Location: The surface water of the Waiau River, located adjacent to the Real Journeys ramp at Home Creek, and adjacent to 125 View Street, Home Creek, Manapouri.
Zoning: The site to which the application relates is located within both the "Plains Rural Resource Area" and the "Fiordland Resource Area" under the Operative Southland District Plan 2001.
Approval of these developments is also sought at the same time from Environment Southland.

Areas of land that fall outside the park boundary in the immediate area are:

The Southland District Council is offering harvesting and utilisation options from three adjacent mature radiata pine stands at Gowan Hill Forest over the 2010/11 summer season. Tenders are invited for the harvesting of approximately 20,100 tonnes of radiata pine, now aged 29-30 years, situated in Compartments 2, 3 and 4 at Gowan Hill Forest, located 16 km north of Wrey’s Bush.
A pre-harvest inventory has been carried out in this resource and summary information from the assessment is available to assist purchasers in evaluating the resource.

Temporary Road Closure - Lillburn Valley Road
To allow pest control to be carried out, notice is given that Council will close Lillburn Valley Road from rapid number 2255 through to Lake Hauroko between the hours of 5:00am to approx. 7:00pm on Monday 2 August 2010. If due to unforeseen circumstances the work cannot be carried out on the 2 August, it will be carried out on another day prior to the 2 November 2010, when conditions are suitable.

Intention to Issue Licence to Graze - Over Part Riverton Recreation Reserve
In accordance with Section 119 of the Reserves Act 1977, notice is given that Council intends issuing a licence for grazing of part of the above reserve for a term of three years from 1 May 2010.

Dog Registration Fees 2010/2011 Review of Dog Control Policy
Fee for registering a dog 2010/11
Pursuant to the provisions of Section 37 (6) of the Dog Control Act 1996, notice is hereby given that the Southland District Council has resolved that the fee for registering a dog for the 2010/2011 registration year commencing 1 July 2010 be set at $20.00 inclusive of GST.
Notice is further given that a penalty of $10.00 inclusive of GST shall be imposed for the registration of any dog on or after 1 August 2010.
Any person found in possession of an unregistered dog is liable to receive a $300.00 infringement notice fee, so all dog owners are encouraged to ensure that their dog is registered.
Review of Dog Control Policy
Notice is given in terms of the Local Government Act 2002 that Council has reviewed and revised its Dog Control policy. The proposed revisions relate to changes in some areas where dogs are prohibited, are to be on a leash or are permitted to be exercised.

Draft Annual Plan 2010/2011
Residents, ratepayers and interested persons are invited to comment on the Southland District Council’s Draft Annual Plan 2010/2011.
The Draft Annual Plan describes what Council is proposing to do in the community from 1 July 2010 to 30 June 2011. It includes the cost of delivering Council’s proposed activities, how it intends to fund these (including the amount of rates required), how progress will be measured and explains any differences from what was proposed for that period in its Ten Year Plan 2009-2019.
A summary of what is proposed has been distributed to all District resident and non-resident ratepayers. Further copies of the summary as well as a copy of the full draft document can be obtained free of charge from any Council office or inspected at any of the District’s libraries. They can also be viewed online at www.southlanddc.govt.nz.
Details on how to make a submission are set out in the Draft Plan and summary. Submissions should be received by Council by Wednesday, 19 May 2010.

Temporary Road Closure - Old Snow Pole Track
That Council, pursuant to section 342(1)(b) of the Local Government Act 1974 and clause 13 of the tenth schedule thereto, hereby resolves to temporarily close and prohibit traffic using that section of road commencing at the point where Old Snow Pole track joins Canton Road and continuing along that section of Old Snow Pole track to the boundary of the Southland District Council with the Central Otago District Council for the period 14th may 2010 to 21st October 2010 owing to climatic conditions because the use of that section of road may cause damage to the road.
That prohibition shall apply to all motor vehicular traffic such that it will be an offence for any unauthorised vehicle to use the above described section of road during the period of prohibition. Authorised vehicles shall be those belonging to adjacent run holders and those to whom written authorisation has been given after special application to the Council.

Public Notice of Intention to Introduce a Local Bill
Notice is hereby given pursuant to the Standing Orders of the House of Representatives that the Southland District Council intends to introduce a Local Bill into Parliament entitled the Southland District Council (Stewart Island/Rakiura Visitor Levy) Empowering Bill.
This is the second notification of the intention to introduce this Bill.
The purpose of this Bill is to provide for a levy on visitors to Stewart Island/Rakiura.
To this end the Bill allows for bylaws enabling the Southland District Council on behalf of the Stewart Island/Rakiura community to set and collect levies in respect to any person travelling to or from Stewart Island/Rakiura.
The Bill sets out the governance and administrative arrangements for the levy, including the process for setting and reviewing the levy. The Bill provides power for the District Council to define any person who is not a resident or ratepayer of Stewart Island/Rakiura as being a visitor for the purpose of the levy.
The levy will be administered by a subcommittee of the Southland District Council consisting of community, industry and District Council representatives.
The Bill is available for public inspection for 10 working days from Thursday, 22 April, to Friday, 7 May 2010, during office hours at the following locations:

Revocation of Restricted Fire Season - Zone A
The Southern Rural Fire Committee as Fire Authority for Southern Rural Fire District gives notice to the public that the Restricted Fire Season currently in force in the District will be revoked from 8.00 am, Wednesday 28 April 2010 in Zone A only (including towns).
1. The public is reminded that a Restricted Fire Season will remain in place in Zone B and a Prohibited Fire Season will remain in place in the Naseby zone.
2. No fire shall be lit in the open air within Southern Rural Fire District during the Restricted Fire Season without a written permit from a Rural Fire Officer of the District, except for the following that do not require permits as long as the following conditions are met:
(a) Incinerators; conditions – the incinerator is designed to prevent the escape of fire and ashes, is no closer than 5 metres to any building, tree, hedge, fence or other combustible material, a water supply sufficient to control any spread of fire is available, all embers and ashes are totally extinguished after burning and before dark.
(b) BBQ/Cooking Fires; conditions – the fire is no closer than 5 metres to any building, fence, hedge or other combustible material, a water supply sufficient to control any spread of fire must be available, all embers and ashes are totally extinguished after burning and the BBQ is not left unattended, (gas BBQs are preferred).
(c) Offal Hole; conditions - there must be a cleared area of at least 30 metres from any other combustible material, a water supply sufficient to control any spread of fire must be available, no burning is to be undertaken in winds above 15 Kph or 11 Kph if within 100 metres of tussock or 5 Kph if within 100 metres of scrub or wetland areas.
(d) Hedge/Tree Trimmings; conditions – the fire is 30 metres away from and on the downward side of any shelter belt, trees, fences, buildings or other combustible material and the wind is blowing away from the above, no burning is to be undertaken in winds above 15 Kph or 11 Kph if within 100 metres of tussock or 5 Kph if within 100 metres of scrub or wetland areas.
No fires are to be lit when conditions are such or are predicted, (eg strong winds) that the fire is likely to spread.
3. It is the responsibility of people lighting fires to make sure they are safe at all times and cannot spread. It is no legal defence that the fire was of a type or lit at a time permitted by this notice.
4. People seeking further information or wishing to obtain fire permits can contact the Southern Rural Fire Authority during work hours on 0800 773 363. Please allow 5 working days to process permit applications and undertake inspections of the area concerned.

Temporary Road Closure - Branxholme - Makarewa Road
Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is given that Council will close Branxholme Makarewa Road from Winton Lorneville Highway to North Makarewa-Grove Bush Road to normal traffic between the hours of 8.00am on Saturday 8th May 2010 until 12 Noon on Sunday 9th May 2010.
The purpose of the closure is to enable maintenance to be carried out on the Rail Over bridge.
A detour will be available via North Makarewa Grove Bush Road.
It will be an offence for vehicles to use the road during the period of closure without the prior written approval of the Group Manager Services and Assets.

Public Notice of Intention to Introduce a Local Bill
Notice is hereby given pursuant to the Standing Orders of the House of Representatives that the Southland District Council intends to introduce a Local Bill into Parliament entitled the Southland District Council (Stewart Island/Rakiura Visitor Levy) Empowering Bill.
This is the first notification of the intention to introduce this Bill.
The purpose of this Bill is to provide for a levy on visitors to Stewart Island/Rakiura.
To this end the Bill allows for bylaws enabling the Southland District Council on behalf of the Stewart Island/Rakiura community to set and collect levies in respect to any person travelling to or from Stewart Island/Rakiura.
The Bill sets out the governance and administrative arrangements for the levy, including the process for setting and reviewing the levy. The Bill provides power for the District Council to define any person who is not a resident or ratepayer of Stewart Island/Rakiura as being a visitor for the purpose of the levy.
The levy will be administered by a subcommittee of the Southland District Council consisting of community, industry and District Council representatives.
The Bill is available for public inspection for 10 working days from Thursday, 22 April, to Friday, 75 May 2010, during office hours at the following locations:

Hall Land Use Consent Application

Tony Douglas Hall and Tracey Elizabeth Hall, for the following resource consent:
- Land use consent to displace a maximum volume of 55,000 m³ of material (being 5,000 m³ of overburden and 50,000 m³ of gravel), over a time period of 10 years. The application states approximately 5,000 m³ of gravel will be utilised on site for private use, the remaining 45,000 m³ will be sold off site.
• It is intended that the proposed new extraction activity will have a maximum cut of 14 metres in depth.
• Approximately 5,000 m³ of overburden will be displaced during the exercising of this resource consent.
• It is intended to transport 45,000 m³ of gravel extracted under this resource consent off-site, via Rakahouka Hedgehope Road.

Temporary Road Closure - Palmerston Street, Riverton

Dog and Animal Control Rangers sought
Do you care about the welfare of animals?
The Southland District Council is looking for contract dog and animal control rangers based in our communities throughout our District.
Council has at present 7 rangers within the Southland District Council area.
We are seeking expressions of interest from people wanting to be a ranger in the Southland District Council area.
Council has a statutory obligation to undertake dog and animal control duties throughout the province.
The contract is on an as-and-when required basis and runs for a 12-month period with possible roll-overs.

Grazing Part of Tuatapere Reserve

Resource Management Committee Hearing: Fonterra Application
A meeting of the Southland District Council Resource Management Committee will be held on Monday 29 March 2010 at 9.30 am at the Southland District Council Chambers, 15 Forth Street, Invercargill to hear the application by Fonterra Co-operative Group Limited for resource consent to construct and operate a railway line to serve the Edendale Dairy Plant.

Grants are available for arts and cultural projects and initiatives, which stimulate and strengthen local arts activity and participation.
This includes, but is not limited to, art and cultural activities such as subsidies for workshops and seminars, drama, music and dance projects, including materials and personnel costs, visual arts and crafts initiatives.

SOUTHLAND DISTRICT COUNCIL - COMMUNITY DEVELOPMENT FUND
Grants are available for the development of community programmes, facilities or resources, sport and recreational opportunities and community projects.
This includes initial assistance with community based events or activities,
which refl ect credit on or provide benefi t to the community.
SOUTHLAND DISTRICT COUNCIL - AMENITY FUND
The aim of this fund is to support community amenities and facilities at a local level and is available to Community Boards, Community Development Area Committees, community organisations and management committees.
Funding assistance is available for development and minor capital
improvement projects outside the normal ongoing maintenance
requirements for the following local amenities:
- Community centres/halls
- Sportsfields
- Local reserves and picnic areas
- Swimming pools
- Playgrounds
- Changing room facilities associated with the above
- Walkways and tracks - including mountain biking tracks
SPARC - RURAL TRAVEL FUND
The Rural Travel Fund is designed to assist with transport expenses associated with participating in regular local competitions.
Sports clubs and school based clubs with young people aged between 5-19 years are eligible to apply.

It is intended that the proposed new extraction activity will have a maximum cut of 4 metres in depth.
The gravel will be extracted from two sites, one to the north of the existing extraction site and one to the west of the existing extraction site.
The crushing of gravel will be undertaken on-site during one week of the year.

Land Use Consent:
To extract and process 60,000 m3 of gravel for commercial use, for use off-site, over a 20 year period. The activity proposed includes the following elements:
• The maximum proposed depth of cut will be 6 metres.
• The proposed overburden area and volume to be stripped is approximately 15,000 m2 to a depth of 0.02 metres. This material is to be stockpiled adjacent to the extraction site, and utilised during progressive reinstatement.
• The maximum proposed vehicle movements associated with the extraction will be five truck and trailer loads per hour, up to nine hours per day (675m3 per day) over a maximum period of two weeks annually.
• Access to, and from the extraction is to be obtained from Oporo Flat Road via an existing formed crossing place at 688 Oporo Flat Road.
• Dust mitigation is proposed.
• The proposed hours of operation are 7.00 am - 6.00 pm Monday to Friday and 7.00 am - 4.00 pm Saturday.

Temporary Road Closure - St Ronans Road

Restricted Fire Season
The Southern Rural Fire Committee as Fire Authority for Southern Rural Fire District gives notice to the public that a Restricted Fire Season will be imposed across all land within Southern Rural Fire District (Zones A and B), including towns, from 8.00 am Saturday, 28 November 2009 until further notice.
1. No fire shall be lit in the open air within Southern Rural Fire District during the Restricted Fire Season without a written permit from a Rural Fire Officer of the Authority, except for the following:
(a) Incinerators; conditions - incinerator is designed to prevent the escape of fire and ashes, is no closer than 5 metres to any building, tree, hedge, fence or other combustible material, a water supply sufficient to control any spread of fire is available, all embers and ashes are totally extinguished after burning and before dark.
(b) BBQ/Cooking Fires; conditions - fire is no closer than 5 metres to any building, fence, hedge or other combustible material, a water supply sufficient to control any spread of fire must be available, all embers and ashes are totally extinguished after burning and the BBQ is not left unattended, (gas BBQs are preferred).
(c) Offal Hole (only applies in rural areas); conditions - there must be a cleared area of at least 30 metres from any other combustible material, a water supply sufficient to control any spread of fire must be available, no burning is to be undertaken in winds above 15 Kph or 11 Kph if within 100 metres of tussock or 5 Kph if within 100 metres of scrub or wetland areas.
(d) Hedge/Tree Trimmings (only applies in rural areas); conditions - fire is 30 metres away from and on the downwind side of any shelterbelt, trees, fences, buildings or other combustible material and the wind is blowing away from the above, no burning is to be undertaken in winds above 15 Kph or 11 Kph if within 100 metres of tussock or 5 Kph if within 100 metres of scrub or wetland areas.
No fires are to be lit when conditions are such or are predicted, (eg strong winds) that the fire is likely to spread.
2. It is the responsibility of people lighting fires to make sure they are safe at all times and cannot spread. It is no legal defence that the fire was of a type or lit at a time permitted by this notice.
3. People seeking further information or wishing to obtain fire permits can contact the Southern Rural Fire Authority fire permit line during work hours on 0800 732 732. Please allow five working days to process permit applications and undertake inspections of the area concerned.

The Southland District Council is offering harvesting and utilisation options from a mature radiata pine stand at Gowan Hill Forest over the 2009-10 summer season. Tenders are invited for the harvesting of approximately 21,500 cubic metres of radiata pine, now aged 30 years, situated in Compartment 2 at Gowan Hill Forest, located 16 km. north of Wrey’s Bush.
A pre-harvest inventory has been carried out in this resource and summary information from the assessment is available to assist purchasers in evaluating the resource.

Grants are available for arts and cultural projects and initiatives, which stimulate and strengthen local arts activity and participation.

The aim of this fund is to support community amenities and facilities at a local level and is available to Community Boards, Community Development Area Committees, community organisations and management committees.
Funding assistance is available for development and minor capital improvement projects outside the normal ongoing maintenance requirements for the following local amenities:

- Local reserves and picnic areas
- Playgrounds

Licence to Graze Recreation Reserve
Notice is given pursuant to Section 119 of the Reserves Act 1977 that the Southland District Council intends to issue a licence to graze the Kapuka South recreation reserve. The licence is for a term of five years.
The land is described as Section 24, Block XII, Oteramika Hundred and contains 3.9495 hectares.
The draft licence agreement may be viewed at Council’s office at 15 Forth Street, Invercargill.
Any person wishing to lodge a submission on the proposal to issue the licence may do so by writing to the Chief Executive, Southland District Council, P O Box 903 Invercargill 9840 by 4 pm on Tuesday, 30 June 2009.

Revocation of Restricted Fire Season– Zone A
The Southern Rural Fire Committee as Fire Authority for Southern Rural Fire District gives notice to the public that the Restricted Fire Season currently in force in the District will be revoked from 8.00 am, Saturday 16 May 2009 in Zone A only (including towns).
1. The public is reminded that a Restricted Fire Season will remain in place in Zone B.
2. No fire shall be lit in the open air within Southern Rural Fire District during the Restricted Fire Season without a written permit from a Rural Fire Officer of the District, except for the following that do not require permits as long as the following conditions are met:
(a) Incinerators; conditions – the incinerator is designed to prevent the escape of fire and ashes, is no closer than 5 metres to any building, tree, hedge, fence or other combustible material, a water supply sufficient to control any spread of fire is available, all embers and ashes are totally extinguished after burning and before dark.
(b) BBQ/Cooking Fires; conditions – the fire is no closer than 5 metres to any building, fence, hedge or other combustible material, a water supply sufficient to control any spread of fire must be available (gas BBQs are preferred).
(c) Offal Hole; conditions - there must be a cleared area of at least 30 metres from any other combustible material, a water supply sufficient to control any spread of fire must be available.
(d) Hedge/Tree Trimmings; conditions – the fire is 30 metres away from and on the downward side of any shelter belt, trees, fences, buildings or other combustible material and the wind is blowing away from the above.
No fires are to be lit when conditions are such or are predicted, (eg strong winds) that the fire is likely to spread.
3. It is the responsibility of people lighting fires to make sure they are safe at all times and cannot spread. It is no legal defence that the fire was of a type or lit at a time permitted by this notice.
4. People seeking further information or wishing to obtain fire permits can contact the Southern Rural Fire Authority during work hours on 0800 773 363. Please allow 5-10 working days to process permit applications and undertake inspections of the area concerned.
This notice is issued pursuant to Section 22(2) of the Forest and Rural Fires Act 1977 this 15th Day of May 2009.

10% Penalty on Fourth Instalment 2008/2009 Rates
Ratepayers in the Gore and Southland Districts are reminded that the last day for payment of the fourth instalment of the 2008/2009 rates is Friday, 29 May 2009. Rates which remain unpaid after 5.00 pm on that date will have the statutory 10% penalty added.

Nominations sought for the Milford Community Trustees
Milford residents, concessionaires and Iwi are invited to put forward their nomination for election of two trustees to the Milford Community Trust.
Copies of the nomination form and further details are available from any Council office, or at any of the District’s libraries. The documents are also available online at www.southlanddc.govt.nz.

Dog Registration Fees 2009-2010
Pursuant to the provisions of Section 37 (6) of the Dog Control Act 1996, notice is hereby given that the Southland District Council has resolved that the fee for registering a dog for the 2009/2010 registration year be set at $16.80.
Notice is further given that a penalty of $8.40 shall be imposed for the registration of any dog on or after 1 August 2009.

Campbell Road Closure
Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, notice is given that Council will close Campbell Road from Dipton Winton Highway to Racecourse Road to normal traffic between the hours of 7.00am on Monday 11th May 2009 until 4.00pm on Friday 15th May 2009.
The purpose of the closure is to enable the removal of existing bridge and installation of Box Culvert.
A detour will be available via Dipton Winton Highway and Racecourse Road.
It will be an offence for vehicles to use the road during the period of closure without the prior written approval of the Group Manager Services and Assets.
